Purpose, doctrine and system architecture
The observatory role, evidence discipline, protected boundaries and complete system proposition were defined.
Version 1 integrated system
The architecture became working software. This supports a build claim, not an independent validity claim.

The whole system can be exercised across authorised evidence handling, multi-system comparison, retained outcomes and bounded state interpretation.

No operational progression is authorised until external evidence, governance and resources support it.
How updates are governed
A public update should change understanding, not merely announce motion.
Material progress, failure, correction, external findings and changes in institutional status deserve public records. Routine internal activity does not automatically belong here.
