Authority · independence · accountability
Neutrality must be designed, tested and protected—not merely declared.
FASO is intended to provide independent public-interest observation. Its governance must be capable of preventing capture, unsupported advocacy, retrospective evidence alteration and publication beyond the record. The final model has not yet been selected.
Current position
Founder-led work, seeking independent validation.
FASO’s governance arrangements are being developed alongside the organisation. Responsibility for the build remains with the founder while independent review is sought.
FASO
The observation system is operating and the organisational design blueprint is in place. Independent validation is being sought for both.
Founder responsibility
The founder remains accountable for the work during this stage. The founding identity is not published. A transition to independent governance requires reviewed arrangements and clear responsibilities.
Newcastle University
FASO is working with Newcastle University under a signed, institution-wide non-disclosure agreement (NDA). Both parties have agreed that the relationship can be acknowledged in documents and public-facing activities.
The planned validation covers FASO’s institutional model through the University’s Business School, and its technical build with a specialist AI team. Detailed validation work is awaiting external funding.
The relationship does not imply University endorsement or completed independent validation.
Future independent governance
The organisational design blueprint identifies the proposed roles and safeguards. Legal review, independent validation and formal appointments are still needed before the final arrangements can be put in place.
Candidate governance requirements
Independence is a proposition to prove through structure and conduct.
These requirements are derived from FASO’s role boundaries and recognised governance practice. Their final expression depends on comparative research, the selected legal form and independent review.
Purpose protection
The governing document should protect a clear public-interest purpose and constrain activity outside it.
Evidence authority
Findings remain tied to exact sources, applicable authority, time order, confidence and limitations.
Funding independence
Funding must preserve independent decisions about research methods, findings and publication. Contributions must not secure preferential treatment or influence the conclusions.
Publication discipline
External disclosure is constrained by admissibility, safety, privacy, certainty and explicit publication authority.
Separated accountability
Governance, executive operation, technical work, review and publication require clear roles, delegations and challenge routes.
Correction and failure
Conflicts, failures, corrections, superseded positions and adverse external findings remain part of the record.
Funding and independence
Financial support must preserve independent judgement.
The founder has already contributed funding to FASO. Additional support is being sought for independent validation and organisational development.
- Research methods and conclusions must remain independent of funders.
- Funding terms must protect the publication of unfavourable findings.
- Financial interests and potential conflicts must be declared.
- Publication decisions must follow the agreed governance arrangements, free from funder control.
Research before adoption
Governance must be tested as seriously as the system.
